To provide relief to long-term tenants of residential properties and retail stores on municipal land, the Haryana government has framed a policy to offer them ownership rights.

The Haryana government has announced its decision to offer ownership rights to long-term tenants of residential units and retail shops situated on land owned by municipal corporations. Manohar Lal Khattar, Chief Minister, Haryana, shares, “In case an individual has leased or licensed municipal houses or shops for 20 years or more, then he/she shall be offered an ownership right. The 20 years of tenancy should have been completed as of December 20, 2020.”

The State government shall provide a rebate of 20 percent on the prevailing collector rate (also referred to as circle rate) to the tenants who have been occupying the property for 20 years. Individuals with an occupancy period of 50 years will get a rebate of up to 50 percent. If the occupier has a tenancy period of more than 50 years, the maximum rebate will be 50 percent of the collector rate.

“The municipality relevant to a tenant’s location, who is found eligible for ownership rights, shall send a notice to the tenant, asking him/her to pay 25 percent of the amount calculated after factoring the rebate within 15 days of issuance of the said notice. The remaining 75 percent must be paid within three months”, adds Khattar.

In case the municipality has leased a land parcel or building to more than one occupier, the amount shall have to be paid according to the fixed floor-wise formula.
